The plumber and his mate arrived and quickly (luckily) found the leak belonged to another property at the end of Haze Lane.  He does not have a meter so was not aware of high water usage - it could have been there for years!  Now I guess the couple will be having the usual wrangles with insurance etc.

Received a panic call from one of the bungalows adjacent to Haze Lane this afternoon.  Haze Lane leads to the Park entrance and has the main water supply pipe along the inside of the lane's boundary.  The couple had been removing an old fence panel when water appeared in their hole at an alarming rate.  They assumed that they had damaged our pipe and where having real problems finding a plumber and even a plumbers merchant available so close to Christmas.

By the time I arrived they had found our 3" pipe and discovered that they could not find a leak in it even though the hole was still filling up.  They had also found a plumber called 'Day & Night'.  He and I had a discussion and I proved that the damage was not to our pipe because we could see our water meter was not turning all of the time (Which it would have if there was a leak).  We also keep a very close eye on our consumption on almost a daily basis as we need to be aware of water losses as soon as they occur.  Water to the Park is metered.

It was decided by the couple that they would wait until after Christmas to dig up the rest of their garden as the water flow appeared to have almost stopped by then.  We had some fittings standing by just in case so that seemed the best option.

Blimey!  It just goes to show that some officials can be helpful and understand the problems of the rest of us.  I have heard from the Environment Agency who rang to sympathize with our position regarding the Lincoln County Council (See earlier Blog).  They also sent us a leaflet highlighted to show that we DO NOT need a waste transfer licence.

I guess the next mission - 'Should we decide to accept it' - will be to convince the Council that they are being obstructive and un-sympathetic with regard to our FREE service and see if they really are made of stone.

Finally got a call back from the Environment Agency about waste disposal.  We definitely need a licence to take domestic waste for residents at a cost of £100's.  Therefore will no longer be able to offer the free service again.  It will now cost  £55 plus VAT (minimum charge any quantity) to take domestic waste to the industrial tip.  Just a bit more 'progress' Eh?

It was very wet and windy this morning at 2.50 am when I was called out to the sewage pump technical alarm by the automatic central monitoring station.

Fortunately (or is that unfortunately?) it was a false alarm which can happen occasionally due to radio signal interference.  It did mean however that I was back in bed by around 3.30 am.

I am by no means a Grumpy Old Man but I am really Grumpy today.  Apart from the rain which is preventing the preparation of the runways to 5 Astral Way's garage I have just had a run in with our County Council: 

It appears that after 54 years of occasionally taking large items to the local tip at no charge and as a favour for our residents, it is now illegal for us to continue to do so.  It appears that the 'humans' who run things on our behalf are assuming that if I turn up at the local tip with a trailer loaded with someone's old washing machine, bike, sofa or whatever that I am taking 'Trade Waste'. This is in spite of the fact that each resident pays their own council tax and has the right to use the tip for free.  Also in spite of the fact that we make no charge but offer it as a favour for residents less able to get to the tip than us.

It is apparently illegal to carry domestic waste even for your neighbour without a waste carriers permit.  

Why don't I just ignore the rule and pretend the waste is mine?  Simply because I am too honest and my trailer looks like I might be a builder.  The council don't want to believe we do it for free.  They won't even allow it if our residents sign a declaration that we do it for free.  Oh and don't forget the threat of a £20,000 fine and/or 7 years in prison!

The solution:  We must now refuse to help anyone with their household scrap items and they must pay the local district council to collect their old washer or whatever.  I have asked the County Council man if it really is illegal to help anyone in Lincolnshire but the question is obviously too difficult and his only reply was to send us the address of the licensing authority.

I have contacted them and hope we can find some sense somewhere in this PC world.  Apart from the hassle and/or cost that less able residents will now be forced to endure there is the environmental aspect to consider.  Which is best?: One trip with three items or three trips by three different vehicles (assuming you could get a washing machine in a car).  Blah Blah Blah!
